Enchilada Sauce

2 T vegetable oil
2 T flour
2 T chili powder
1/2 t. cumin
1 can tmato sauce (8oz)
2 c. water
1/4 t. garlic
1 t. salt

Cook first three ingredients for 1-2 mins, then add the remaining and bring to a boil. Simmer 10 mins.
